G'Day Again,

I should have further said that when I touch the + and - terminals with the power leads to the string I get flashes of light (fairly random) and when the + and - leads are screwed on to the PS properly the string remains unlit.

Just guessing, but am I acting a bit like a switch when I touch the wires on the terminals and "fooling" various pixels into thinking there's been a command to switch on?

All your doing is creating ground loops and creating interferance in the power and the chip may see some of the interferance generated by you touching the wires as corrupted data and so you will get some flickering.
