Looks like some of the wiring I used to have to do when I worked at TV station. Looks a lot like it's coax so there is every possibility that it's a tv station.

Yeah, that's a bit OCD.
I was tasked with rewiring a video edit suite back in the 80's
A whole wall of rack mounted equipment that was an absolute nightmare.
And it looked nothing like that in the end

For some reason that looks like 25 pair telephone wiring from days gone by. (A1 system, if you remember that stuff.)
Remember the phones with 6 lighted buttons across the front of it?

This is a picture of electrical wiring in a street in Old Delhi (India). The picture does not do the mess justice - it is/was far worse ! How do I know ? In a different life , I used to work (in IT) for a bank that had a branch in this street and we had to keep the banks computers and ATMs up and working

I recently visited as a tourist and not all that much had changed !

Definitely exchange based suite cabling likely ARF gear, looks like 40pair for most of it which was common in exchanges.
