Is there any sort of festoon light string that can have normal light bulbs that either are on or off or flash on sequence. Years ago you used to see lights in the front of picture theaters that turned on and off in sequence

Wanting to put something on a very old structure like they did in 1908

The showy sign flashed “World in” and the ball of a sun for a few seconds, followed by “Motion” and the sun’s rays. The boarder was composed of “chasers” which ran continuously around the sign. While they were at it, the owners ran a border of electric lights under the balcony and along the stage border.

Old style chasing lights originally used a rotating cam with switches to turn separate channels (usually 3) on and off in sequence. I still remember the clicketty-clack sounds made by the sign of a local bakery sign when I was a kid.

Later the cams were replaced by solid state (SCR and TRIAC) circuitry.

For a simple chase you just need 3 circuits arranged in a repeating pattern; 123123123123
