I'm planning my first rgb setup for 2020 and I would like to make the lights permanently mounted. I plan to install the rgb light 'strings' behind the fascia board for uv/weather protection in CA. My question is, what is the best material to do this with? I was thinking a vinyl siding j-channel, not sure about rigidity with all lighting/wiring. It would be removable, just not removed after each season, 2-story house. 2nd question is, how much needs to protrude below the fascia board? I was planning to just let the tip of the bulb stick out. Is this enough? While here, can all the injection wire run in this channeling as well?

Welcome to ACL.
A pic or 2 of what you're planning on doing might help.
In general you can run your power injection cable with your lights in the same channel/conduit or whatever. Occasionally you will get into trouble if there's too much current in the cabling like when you have the same cabling running in there for thousands of pixels.
