    Ive used an Arduino Nano and SoftPWM library to run 12 channels with PWM pretty flawlessly with ethernet, and its really cheap. Probably wouldnt do many more than 12 channels as i was having some issues with allowing enough of a buffer for the ethernet while having the lights pulse fast enough...

    Try finding a server PSU, there are some that are 1000w with just a 12V rail. Alot of modern server PSUs dont have 3.3v and 5v rails anymore. Ive got a couple that are pretty old now, but 60A 12V. Also, server PSUs are pretty darn reliable

    Cut the very end (last 2 lights or so), turn it on, and youll see where the series stops and cut it between the last working led and first dead one. That should work.

    I have some of this i was looking at cutting as well... Havent yet, but it looks like there's 2 silver wires running through the whole thing... So find where the series connects to that. I attached a picture of what it looks like, and cut it in the middle of the 4 joins. Hope this helps
