I think I have some bugs in my layout

#12:403 is the start universe and channel
But don't. Just let xLights do it. Otherwise you'll spend more time playing with these intricate details that can go wrong when manually entering
so in fpp the start channel should be [#1:1] or 2 as it uploaded

FPP connect will configure FPP for you as well.
There are two "channels" defined in FPP.
One is the FSEQ channel (2) and the other is the Universe & Start channel( 1:1)

These _will_ change as you use visualiser to move props around.

so this is correct?

because i had fpp start channel as 1 (#1:1)

im guessing universe# is the starting universe for both controllers

Coming back to the screenshot from xLights that you posted before

In the channels column, you have x[a-b]
X is the number of channels. A is the first FSEQ channel, and B is the last FSEQ channel (A+X-1)
So your 'FPP' instance is 1, Pixlite4 is 2 and PixLite16 is 2552

These match the numbers in your FPP screenshot above - the size in xLights is just # of universes * 510 channels.
Something has moved as your universes have changed. But There's no problem with that.

i seen someone else with this on one of the face book groups but didnt catch the fix..

Change your FPP controller in xLights to be "inactive" or "xLights only"
Then do an FPP connect again.
Basically because you have it defined as an actual controller with a channel, it's sending itself data.

In the longer term You really should give it a model of FPP and a Type of Player Only so it doesn't get any channels assigned.... but now that it's working, don't do this as it'll muddle up your channels. Do it after the season.
