People are lazy is the basic reason why people are using less than 510/512 channels per universe. They have a prop or 2 that uses a 100 pixels or so so they assign that to an output and make that output on it's own universe. It's more efficient for data to use as many channels out of the 512 as possible.

The limitation on channels comes from the number of universes it'll accept, and the total number of outputs and frame rate.

A controller that's been configured to accept 100 channels per universe, will only support s 9600 channels total, or 3200 pixels. You'd be wasting the additional capacity.
That said, on a 16 channel controller, that is 200 pixels per port. Unless you're loading to over 1000 pixels per port (and therefore accepting you can't do 40fps) then you're never going to hit the upper limit anyway.
