Does someone make custom animated singing faces for a matrix?

Hi, putting together a Taylor Swift sequence for my daughter (and wife), and wanting a cool animtated version of Taylor swift to put on the matrix. Does anyone know where to get one, or is there sellers that will make a custom one?

I’m not sure of the process, but fiverr might be a good place to start. Example

Im assuming animating an existing video might be easier than starting from scratch, but not really sure what’s involved eitherway.
