Can a ELOR drive P12R? If so how would you split the 4 universes to the 12 output?

no i would just use the p12r by itself. no need for the elor.

You can use the P12R with an ELOR but the answer is why would you bother as you only can only output 4 universes to a 12 universe controller. If you wanted to split those 4 universes over the 12 outputs then you will have set in the P12R configuration the correct universes and channel ranges for the appropriate outputs
