FPP Raspberry Pi cant connect to Web UI

Please bear in mind I am brand new at this. I have tried to sort out a raspberry pi and got FPP onto the SD card and can connect FPP wirelessly to my computer but cannot connect to the Web UI. I have tried all sorts of combination of Private/Public Network, Followed various Youtube videos etc. I did manage to Connect to the Web Ui one time but it locked up when I tried to "grow file system"??? something like that ? I have reinstalled FPP onto a new card. I am getting conflicting IP addresses for FPP when I Command prompt>ipconfig or my modem Web Ui. Where do I go next for more advice on this topic ?
 
This is a very broad question, in terms of the number of things you may or may not have tried, and what exactly you did, and what exactly you saw.

Reimaging the card to get to a known state makes a lot of sense.

I assume you've found https://falconchristmas.github.io/FPP_Manual.pdf and are trying for one of the common setup scenarios there? Are you trying for a tethering option, or letting the Pi get an address from a router, or something else? Citing a page number that shows the closest thing to your goal could add clarity here.

Details matter a lot on this, so seeing the network settings, URLs you tried to access, etc., will help. Simple screenshots may save a lot of time here. For things like error messages, etc., the exact words and any numbers could be valuable.

Hopefully starting fresh will clear things up... but another question I have is what tools do you have available for diagnosing this... for example do you have a monitor, keyboard, and mouse to connect to the Pi to get a look at what it is doing, in case it can't be reached by network at all? Do you have a router you could plug in and get the Pi a DHCP address, so you could log in from a PC on the router, etc... we'll find an option that works for you.

(Getting ahead of ourselves a bit... if you are tethering, after you grow the filesystem, the Pi reboots, so in some cases you'd probably have to connect to the Pi's wifi again before going to the web UI.)
