Found a great pixel editing utility called PIXSEL
It is open source and can be found at: http://www.piskelapp.com/
You can run it from within a browser or do a local install (uses HTML5).
I had my first taste of pixels last year with a 3M 12 strip ray tree and doing some rudimentary images and some small animations and loved doing it, but using MS paint made the process very slow and cumbersome.
This program has all the basic tools and can export each frame as a .PNG image which I can convert into a HLS effect.
