Strobes option in xLights Nutcracker??

I notice xLights Nutcracker has "Strobes White 3fps" as a string type option.
Anyone know what the significance of the 3fps is? Maybe 3 flashes per second? :-\

I think matty made these to flasp 3 times per second on single channel lights
