It would be good if you could click on a members name in chat and have the capability of using a mic for private chat .

I could see general chat getting overwhelmed if everyone chatted at same time etc..

Why not use teamspeak, only needs someone to host a server and very easy to setup.

Something like Teamspeak can have multiple rooms, gerneral lounge area for people just to listen and make idle chat, many other rooms for people to jump into and have individual chating about a specific topic if necessary, quite rooms where no one can talk, even private officer chat rooms that general population can not listen in (if that was ever necessary).
All members in 'all' rooms can be seen by all other members no matter which room you are in.

This is true .. not sure if TS (teamspeak) would create the type of load he is looking for.
