Converting a video loop into super low res for animation effects on a matrix

One of the issues with using video source for displaying on matrix panels is that they are too high a resolution to be used on a a low res panel (like a 12*14 panel), anyone come up with a solution to dumb down the resolution to a useful level to make it look more like an animation. or is it easier to just create animations like Eddy did?
I have 6 of these panels that I am thinking about adding to my display at ground level.
