ok so i want to create a Tune to sign , i have a radio model that has 2 matrix areas
the top one i want to display $SONG information if it is a ESEQ file running independantly of the playlist will the eseq read the playlists song from the $SONG command ?

Basically, no.

The FSEQ/ESEQ is just channel data. What pixels are on at what time.

The $SONG notation is used by xLights to create the exact text when you render the sequence, it's not actually stored anywhere, much like the effects (butterfly, single line, etc) are not known outside of xLights
The show player has no visibility on any of this data.

If you put $SONG variable and reneder the ESEQ, if it can figure it out, it'll render the name of the Effect Sequence instead, or it'll remain verbatim as $SONG. I'm not 100% sure exactly what'll get subsitituted, likely the name of the source sequence file.

So best to add the tune to sign to each sequence ?
Yeah that's the only way it'll know what it is if you want the song name there.
I believe there's a way to do it with dynamic overlays in FPP directly but I'm not 100% across how that works.
