Dull lights

Hi, Trying to work out why my lights are dull this year. i have

Lytworx 27.9m 400LED Smart Fairy Lights / Low Voltage​

Power supply is good at 24V, Out of "smart controller" is 24V (not connected to lights).
Anyone know how these work? I'm an electrician and it's got me confused how these lights are controlled individually through just 2 wires.
i suspect its the controller that is the problem. all the LED's are working just dull. they don't display the correct colour either.
anyone have any ideas if this is the controller or could it be something like an LED shorting dragging the circuit down?

It could be that the power supply section of the controller is dropping under load. How much use have they had?

They are 2 years old. I have tried a different power supply with the same result

How dull are they. I have 1 or 2 sets of these and they're dull in comparison to everything else.

Are they the type with the wifi/bluetooth connection that lets you run everything through an app?

yeah they are. everything is set to the brightest. that why I'm thinking its that controller. but not sure how the controller even works with 2 wires.

Are you absolutely sure you are using the correct power supply?

yeah power supply>Controller>Lights.
Yeah the power supply is correct. I bought another Strip of lights recently that have a bigger power supply and tried it but made no difference
