Welcome to the forum.

A cheap way to get started with pixels can be an ESP32 development module flashed with WLED, and a few strings of pixels.
All can be bought from AliExpress/China and wired together.

There's also some pre-made controllers using an ESP32 chip. Such as the ESPixelStick.
Willingness to learn electronics and soldering is very helpful in this hobby. :)

For $100 you could be up and running with a couple of hundred leds to deck out a few bushes, letterbox, front fence etc or even your Christmas tree. Seed pixels are insanely cheap (think about 6-8 cents per led) and a controller like mentioned above esp32 etc, if DIY isn't your thing, I would check out Quinled https://quinled.info/ as he makes some pretty decent perfect for beginners hardware.

Example; USB powerbank (or usb phone charger) and a Dig2Go and a string of seed pixels, portable or easy to hide, can be easily setup to respond to music/sound if you don't want to use xlights for live control
 
You can get some cheap options to light up. Once you go fully computer control things can start adding up quickly.
