Not to be dumb but from his site "rest paid before delivery by T/T or Western Union" What is T/T? ???

T/T is basically the same as Western Union or moneygram where the buyer pays but has little protection if the supplier doesnt deliver or delivers the incorrect product. This can be risky when dealing with new suppliers. Many buyers choose to either use paypal or aliexpress because they at least offer the buyer some protection. So be aware of the risks

TT is "Telegraphic Transfer" and was the Olden days way of international funds transfer.
Running projects in countries that don't have strong banking sytem use to be fun. Many a day have I had to take the fax transfer details into the reciving bank and then wait for their faxed copy to come through.
