Making RGB snowfall lights

Am I able to use either 3528 or 5050 led rgb strip to make my own snowfall ( or meteror lights)?

Looking at making them about 30cm long to hang in 3 semi large trees at the front. Thinking of attaching it to some PVC pipe with hooks to attach to tree. Any thoughts?
 
To make snowfall/meteor lights you need individual control over each LED, these types of lights have dedicated electronics that run the snowfall effects.

The "dumb" strip does not give you this ability.

You could build them out of pixel strip and software control them but that is likely more work than desirable.
