Strobe complete and working - sort of !!

hi,

i'ev completed a strobe (fully populated board with 2 wires, pins 2 / 4 jumpered) powered from a 5V switch mode power supply.

the strobe works and pulses as expected BUT the LED itself never goes off completely between cycles, it always stays on at about 1/3 brightness until it has to strobe at which time it becomes full brightness.

any ideas on where to look for the problem?

i checked the board for bridges but couldn't see any, but afer looking at these tiny parts for so long today i might have missed something so i'll check again tomorrow. and take some pics to post up too.
