There is a custom prop editor in xLights. You upload an image then click each place that has a pixel node.
xLights has some vendors models already.
In terms of making them, you're on your own to find designs people have made publicly available. I would suggest learning software that can export to a CNC or laser cutter. I think .DXF file is most used. Having access to a cutting device is another challenge.
You might have to print them out on paper, trace and manually cut coro.
