Where in xlights to adjust output brightness

If doing it xLights its done through the sequencer in effect settings as far as I know. If you want to reduce the intensity at all times for all sequences the easiest is to to do it on the controller port configuration

At the bottom of the setup tab of each prop you have Appearance Settings, you can adjust your brightness there.
 
Controller = hard maximum no matter what xlights is set as.
If controller is set (say 30%) and you then set xlights model at 30%, you will be multiplying the effect (30% of 30%).
You can also set brightness of each effect in sequencer.
 
There are numerous places to set brightness depending on how and when you want to apply it.

On the effect
On the model via dimming curves
On the controller connection settings for the model to upload to the controller
On the controller settings in xlights for upload to the controller
In the show player
Directly on the controller

It all comes down to when and where you want to change brightness and with what granularity and how quickly you want it applied to the show.

High light all the effects that you want to change the brightness to then go up to brightness in the color settings. Right click over the brightness scroll bar and click bulk edit. This allows to change the intensity of the light without modifying the actual effect you created.
