why cant I access acl on my mobile?

insert photo doesn't appear to be working as well

Its an android phone and I don't have tapatalk. If I got tapatalk would that fix the problem?

ACL is showing up fine on my Android phone without Tapatalk.

Tried to download tapatalk but I got no room left on my phone. Its the only site that wont load correctly so far.
