Are the +v and -v supposed to be connected?

When I test with my multi meter the +v and -v are connected. Is this how it's supposed to be?

These are ray wu power supplies
 
If you are measuring Ohms from V+ to V- with the power supply off, your meter will be reading the discharged output capacitor and possibly a low value load resistor.

What is the actual reading?
