Maybe if there a fault somwhere in the line they just run a whole new wire.. Rather than trying to trouble shoot.

Actually was at a coffee shop 2 days ago and watched them try to fix a telephone wire. We were there for 2 hours. They had started before we got there and couldn't work out what was what so they ran about 300m of new cable instead. So with bamboo ladders, no safety equipment at all, and doing a 5m high limbo between live mains power lines a team of about 20 guys they threaded and manually pulled the line tight on the posts. Hilariously dangerous. . . But cool to watch!
