Came across this photo and realized my controller boxes look nothing like this wiring job.

Looks like some of the wiring I used to have to do when I worked at TV station. Looks a lot like it's coax so there is every possibility that it's a tv station.

Yeah, that's a bit OCD.
I was tasked with rewiring a video edit suite back in the 80's
A whole wall of rack mounted equipment that was an absolute nightmare.
And it looked nothing like that in the end :p
 
For some reason that looks like 25 pair telephone wiring from days gone by. (A1 system, if you remember that stuff.)
Remember the phones with 6 lighted buttons across the front of it?
 
This is a picture of electrical wiring in a street in Old Delhi (India). The picture does not do the mess justice - it is/was far worse ! How do I know ? In a different life , I used to work (in IT) for a bank that had a branch in this street and we had to keep the banks computers and ATMs up and working :)

I recently visited as a tourist and not all that much had changed !

Definitely exchange based suite cabling likely ARF gear, looks like 40pair for most of it which was common in exchanges.
