New rule for work at heights is,
If you are working anywhere there is a potential to fall. There is no longer a set height.
Need to cover there butts & protect the people who fall off milk crates.

You must be working for Bluescope Steel because they have taken the same approach, so even working next to a single step can be considered as working near an exposed falling from heights risk
